Mercer Consulting's annual league tables for quality of life places London 11th out of the 15 EU capitals, with London sinking to 12th in the rankings for health and sanitation.
Commenting following the publication of the report London LibDem Euro-MP Baroness Sarah Ludford said:
"It is not news to Londoners that their city has more than its fair share of problems. With a gap of up to £20 billion between what London contributes to the country and what it receives in public spending London has been let down by Labour and Tory governments, both failing to invest in making London greater.
"I would not like to see London sterilised just to climb this league table; vibrancy and diversity must never be sacrificed to hit Whitehall style targets. But it is clear that Londoners deserve much better facilities and services than they are currently getting."
Liberal Democrat London Mayoral candidate Simon Hughes added:
"For almost 20 years the current Mayor and the Conservative candidate for London have run the capital and yet it still struggles in so low in the league table of decent cities to live in.
"It is time for London to look for a fresh, exciting and dynamic alternative that stops blaming things on past underinvestment and underperformance and gets on with the job of making our capital a truly world class city."
